ANALYSIS OF THE REFORM OF THE SANITARY AND EPIDEMIOLOGICAL
SERVICE IN UKRAINE IN 2012
Abstract.
The content and peculiarities of the sanitary and epidemiological sector reform in 2012 are studied.
The author analyzes the functions and powers of the State Sanitary and Epidemiological Service of Ukraine and the consequences of establishing the service as a separate central authority. The reform of the State Sanitary and Epidemiological Service of Ukraine in 2012 showed neither significant improvement nor even significant deterioration This indicates that the work of the Service is not effective enough and its functions no longer have a significant impact on the sanitary and epidemiological situation in the country, no matter what personnel and organizational changes take place in it.
The question that needs to be answered is whether the existing State Sanitary and Epidemiological Service of Ukraine is able to ensure the sanitary well-being of Ukraine in the context of economic globalization, increased speed of production processes, expansion of social ties and imperfect public administration.
Keywords: reform of the State Sanitary and Epidemiological Service in Ukraine, reduction of the number of employees of the Sanitary and Epidemiological Service of Ukraine, simplification of sanitary and hygienic permitting procedures, reduction of the number of inspections of business entities, food safety control.
Problem statement. Given Ukraine’s European integration course, building specialized public services of Ukraine, whose activities will be as transparent as possible and without duplication of functions, is a priority task for the Ukrainian Government. The implementation of healthcare reforms aimed at bringing the structure of Ukrainian public services closer to the positive examples of international practice should be carried out with minimal losses for the national economy and not weaken the level of healthcare, sanitary and epidemiological surveillance and well-being of the population. Today, it is necessary to answer the question: is the existing State Sanitary and Epidemiological Service of Ukraine (hereinafter referred to as the State Sanitary and Epidemiological Service) able to ensure the sanitary well-being of Ukraine in the context of economic globalization, increased speed of production processes, expansion of social ties and imperfect public administration?
Analysis of recent research and publications. The issue of the 2012 reform of the State Sanitary and Epidemiological Service, which took place only 1.5 years ago, has hardly been studied in scientific publications and papers. Among the researchers who offer real ways to improve the functioning of the health care system are: Gladun Z.S., Lekhan V.M., Karamyshev D.V., Furtak I.I., Dolot V.D., Pozhyvilov O.V., Kryzmina N.P. and others. The theme and purpose of their research was to improve the level of primary health care, family medicine, health care staffing, and other issues. However, the issue of sanitary and epidemiological sector reform has not been practically studied.

The purpose of the article is to analyze the content and consequences of the reform of the State Sanitary and Epidemiological Service of Ukraine, which began in 2012.
To achieve this goal, the following tasks need to be accomplished:
- to analyze the regulatory and legal support for the reform of the State Service of Ukraine on Sanitary and Epidemiological Service in 2012;
- to analyze the progress of the reform, its negative and positive consequences.
Summary of the main research material. The State Sanitary and Epidemiological Service is a key body and an analog of the public health system of the developed countries of the world. The activities of this service are closely related to the preventive direction of medicine and are aimed at preventing the negative impact on humans of hazardous factors in their environment that cause infectious and non-communicable diseases. And this is its advantage over the traditional health care system, which is already treating the consequences of exposure to hazardous factors, which is less expedient from both an economic and social point of view.
According to government officials, the restructuring and halving of the number of employees of the Sanitary and Epidemiological Service of Ukraine is due to the fact that 53,000 people are putting pressure on entrepreneurs and businesses in Ukraine. It is believed that there is no such large service anywhere in the world, including in the closest neighboring countries. The State Sanitary and Epidemiological Service of Ukraine was created at a time when only state-owned enterprises were engaged in food production, and the Sanitary and Epidemiological Service controlled the quality of their products: “It would be possible to continue to maintain this situation, in which 53 thousand people, which is a whole army, in fact, do the work that should not be done,” said Prime Minister Azarov [1].
Pursuant to the Decrees of the President of Ukraine “On Optimization of Central Authorities” No. 1085 of 09.10.2010 (as amended in 2011) and “On the Regulation on the State Sanitary and Epidemiological Service of Ukraine” of 06.04.2011 and with the aim of reforming the sanitary supervision bodies, a number of resolutions of the Cabinet of Ministers of Ukraine and orders of the Ministry of Health of Ukraine were issued. No. 176-O of 21.09.2012 “On Liquidation of Budgetary Institutions, Establishments and Organizations Belonging to the Sphere of Management of the Ministry of Health of Ukraine”, which introduced 5 main changes to the work of the State Sanitary and Epidemiological Service (see Table 1) [4, 5, 8, 11, 12, 13, 17].
