Round table on simplifying the conditions for small and microbusinesses together with the Economic Committee of the Verkhovna Rada of Ukraine
Specialists of our union – T. Pidbereznyak and A. Kholostova became delegates of the Round Table held in Kyiv on May 23, 2024.
The event was organized by the Ukrainian Business Council together with the Economic Committee of the Verkhovna Rada of Ukraine.
The roundtable discussed important aspects of simplifying the conditions for small and microbusinesses in Ukraine. During the event, representatives of the business community, government agencies, and experts discussed a wide range of issues, including:
- Results of a representative survey of small and medium-sized enterprises.
- Elimination of shortcomings in the application of the simplified taxation system by large businesses, including the definition of criteria for labor relations.
- Optimal model for the use of cash registers/precash registers.
- Administrative and technical shortcomings of the simplified system, including problems with the address for the cash register and the process of closing the sole proprietorship.
- Simplified regime for the self-employed and special taxation regime for individuals who receive orders online.
- Public and commercial electronic services for small and microbusinesses to interact with government agencies, including working with banks.
- Modernization of procedures for business trips abroad in wartime and participation of small and medium-sized businesses in booking.
- A simplified system in the National Revenue Strategy.
All these issues are key to the further development of the business environment in Ukraine and the creation of favorable conditions for entrepreneurship. The event was attended by prominent figures, including Dmytro Natalukha, Chairman of the Committee on Economic Development, and his colleagues. They discussed the most pressing issues that need to be addressed immediately to support small and micro businesses in Ukraine.
The conference also emphasized the importance of adhering to European principles and standards in the context of improving legislation. It was emphasized that the draft law on liberalization of market surveillance is currently in the second reading. The memorandum with the International Monetary Fund also addresses the simplification of the fiscal system, including the revision of the simplified taxation system, which is a major step in the fight against tax erosion due to money laundering through the simplified system for individual entrepreneurs.
At the same time, the speakers at the conference expressed different points of view on simplifying the tax system. Some participants suggested removing the simplified system and making everyone a VAT payer. Others, such as representatives of Uber and Uklon, suggested further simplification by introducing a special account for drivers from which tax would be automatically paid.
Taxpayers emphasized that the decision on the tax system should be balanced and take into account the interests of different business segments.
The Security Service of Ukraine and the Ministry of Finance were also invited to participate in the discussion.
